[ARCHIVED] Council Considers Several Bids, Grant Applications

City Council met on Jan. 24 and had several bidding ordinances to consider.

Ord. 2017-1 authorized bidding of various materials and equipment for multiple departments. Items include everything from water meters and pipes, to asphalt patching and paint. Council passed this item as an emergency 6-0. Councilman Mark Triplett was absent.

Ord. 2017-2 authorized bidding for the South Park restroom. The existing building will be demolished and replaced with an ADA compliant, prefabricated building. The project cost is not to exceed $96,000, $66,000 of which will be paid with a NatureWorks. Council passed this item as an emergency 6-0.

Ord. 2017-6 authorized lease bidding for the South Street Commerce Center. The term of the lease is two years and includes an option to purchase the property at the end of the term for $830,000. Mayor Tom O’Leary explained this is a net lease, so the tenant will be responsible for utilities, property taxes, and insurance.

Next Generation Films is currently leasing the building for warehouse operations through Feb. 28. The company recently requested to extend the lease through March.

The lease to be bid will secure a tenant after Next Generation moves out. A five-week advertisement period is required. Council passed this item as a first reading 6-0.

Ord. 2017-7 authorized bidding for cash rent of 70.7 acres of farm land near the Galion Municipal Airport. The term is for three years.

Councilman Bill Comerford explained the former lease holder passed away and the land is now in a trust. Council passed this item as a first reading 6-0.

Ord. 2016-118 authorized and directed the safety-service director to advertise for a request for qualifications for engineering and consulting services for Galion Municipal Airport, and enter into a contract with the firm deemed most qualified. The third reading passed 6-0.

Council also authorized several grant applications, including a Clean Ohio Trails grant to fund a walking/biking path and a Certified Local Government grant to fund a master plan for the Big Four Depot.

Ord. 2017-5 amended 2017 appropriations to appropriate $4,160 to the FEMA fund. Auditor Brian Treisch explained the funds were left over from the FEMA grant the Fire Department received in 2016. This item passed as an emergency 6-0.

Ord. 2017-9 adopted a financial policy manual. It details the city’s accounting practices and provides internal controls. Councilman Tom Fellner said this is one remaining step necessary for fiscal emergency release. This item passed as a first reading 6-0.

Res. 2017-1 approved the following then and now certificates:

$3,946 for land lease to CSX

$4,397 for natural gas

$9,853 for electric service

$4,279 for vehicle supplies and repair

$11,765 for electric service

Res. 2017-2 accepted a land donation for a bike path easement and Res. 2017-3 accepted a sewer line easement on a vacant property, located on Harding Way West immediately west of the Olentangy River. Both items passed as emergencies 6-0.
